William “Will” E. Black is a Bates Testifying Expert with more than two decades of senior-level experience in global financial markets, derivatives, and electronic trading. He has served in managing director and executive roles at major international financial institutions, where he was responsible for product strategy, risk governance, regulatory engagement, and the build-out of complex trading and clearing infrastructure across futures, options, and cleared swaps.
Will’s expertise spans exchange-traded and OTC derivatives, margin and collateral frameworks, clearing and settlement, electronic execution platforms, and regulatory compliance. He has led and advised on matters involving CFTC and SEC regulatory regimes, exchange rulebooks, clearinghouse risk models, and internal controls for systemically important market participants. His work has included direct interaction with regulators, exchanges, clearing organizations, and senior risk committees, as well as oversight of large, multidisciplinary teams across technology, operations, legal, and risk.
In addition to his institutional experience, Will advises boards, senior management, and counsel on market structure, governance, and risk management issues, and serves as an expert in disputes involving trading practices, derivatives products, margining, operational controls, and supervisory obligations. He is known for translating highly technical market and regulatory concepts into clear, practical analysis for courts, arbitrators, and legal teams.
