David D. Gibbons

David D. Gibbons, Bates Group affiliate expert, is an accomplished financial services executive with over 40 years of experience as a former senior banking regulator (both policy and supervision), Chief Risk Officer, banking consultant (shadow regulator), and testifying expert.  He possesses a unique blend of public and private sector experience and is widely recognized as a leader and expert in matters relating to: banking and bank regulation; regulatory expectations and industry standards; credit and enterprise-wide risk management; governance; conduct; examinations and enforcement; and troubled institution identification, remediation, and resolution.  

Mr. Gibbons served as Managing Director for Alvarez and Marsal’s Financial Industry Advisory Services (2013 to 2016) and Promontory Financial Group (2008 to 2013).  In both capacities he led the enterprise risk management and credit practices and advised banks, thrifts, private equity, and other financial services firms in on matters relating to troubled bank rehabilitation and regulatory relations remediation, credit and enterprise-wide risk management, due diligence, and liquidity and capital planning and management. 

Prior to that, Mr. Gibbons was the Chief Risk Officer for HSBC Holdings for North America from 2004 through mid-2007.  At HSBC Mr. Gibbons led the implementation of advanced risk management practices and programs to include advanced credit and operational risk management approaches (consistent with Basel II), economic capital, and enterprise risk reporting to management and Board members.

Before joining HSBC, Mr. Gibbons served in several senior level positions for the Office of the Comptroller of the Currency (OCC) over twenty-seven years.  From 2002 to 2004, Mr. Gibbons served as Deputy Comptroller of the Currency for Special Supervision (troubled institutions) where he managed troubled bank rehabilitation and resolutions in the National Banking System, and led the “loss free” resolutions of several large, and complex, troubled institutions.

From 1997 to 2002, Mr. Gibbons served as Deputy Comptroller for Credit Risk where he evaluated credit risk in the National Banking System and the broader financial services sector, and developed and implemented appropriate supervisory and policy responses.  Mr. Gibbons also served as the Examiner-in-Charge of Chase Manhattan Corporation, Fleet Financial Group, and Shawmut National Corporation.

Mr. Gibbons has written articles on matters relating to his subject matter expertise and is a past Chair of the Enterprise Risk Management Group of the American Bankers Association and the Chief Risk Officer Roundtable of the Risk Management Association. He holds a Bachelor of Science degree in economics and finance from Alfred University, in Alfred N.Y.
